not sure the weldment needs to be against the skin, its just a structural member joining the 1 and 2 bulkheads, i'll check mine tonight to see if the skin joins with it and my clearances.

 Here is the rivet in question on the outside.  The mandrel is definitely recessed in the rivet head.    Both sides are identical.   I'm going to plan on just replacing those two rivets.   I can add Cherry Max to my rivet hardware box..   The instructions say there may be a gap and if so, to make a shim.   I have looked into the tailboom of another talon awhile back and they had a shim.   But it was small.   Maybe  .020-    nothing like this large gap.   I suspect a new rivet properly installed would reduce my gap considerably.
